Former Mayor & Police Chief Tom Potter pulled Portland out of the JTTF in 2005 due to concerns about the lack of oversight and transparency in this secretive agreement. Now it's time to withdraw once again.

Mike German is a fellow with the Brennan Center for Justice’s Liberty and National Security Program, which seeks to ensure that our government respects human rights and fundamental freedoms in conducting the fight against terrorism. His work focuses on law enforcement and intelligence oversight and reform. Prior to joining the Brennan Center, he was with the FBI, but left in 2004 after reporting continuing deficiencies in FBI counterterrorism operations to Congress. He began lecturing on counterterrorism and intelligence matters and served as an adjunct professor for Law Enforcement and Terrorism at the National Defense University. He joined the ACLU Washington Legislative Office staff in 2006 and had served as the policy counsel for national security and privacy.
Zahra Billoo serves as the Executive Director of the Council on American-Islamic Relations, San Francisco Bay Area (CAIR-SFBA). She and her organization was part of a successful coalition to withdraw the Joint Terrorism Task Force from San Francisco, and they did. Her ability to speak on the needs to withdraw and the insight of an operational and secure city without JTTF will be valuable.
And finally, our own Kayse Jama. He serves as the Executive Director of Unite Oregon, an immigrant rights and intercultural social justice organization. Kayse has arrived in this country almost 20 years ago as a refugee and slowly built his organization by improving the lives and opportunities for immigrant and refugee communities, who are also the same communities that have been negatively impacted by the practices of the JTTF and ICE.
